Job Description

Key Responsibilities

1. Project Controls

• Ensure the Project is planned, monitored and controlled throughout the project lifecycle in accordance with the Company’s approved objectives and strategies.

• Monitor overall project performance against approved scope, programme, budget and key milestones.

• Monitor project risks, critical issues and dependencies that may impact project delivery.

• Review project delivery strategies and recommend improvements where appropriate.

• Monitor implementation of approved project execution plans.

• Verify that project activities remain aligned with the approved development objectives.

• Escalate significant project issues together with practical recommendations.

• Maintain overall visibility of project performance and provide early warning of emerging issues.

2. Project Delivery Oversight

• Ensure the Company’s appointed Development Manager (where applicable), Project/Construction Manager and project consultants effectively perform their respective responsibilities throughout the project lifecycle.

• Monitor the performance of the appointed Development Manager or Project/Construction Manager against their consultancy agreements.

• Ensure project consultants perform their services in accordance with their contractual obligations.

• Review consultant deliverables for completeness, quality and timeliness where appropriate.

• Monitor coordination between project consultants to ensure effective project delivery.

• Identify interface issues between consultants and facilitate timely resolution.

• Verify implementation of Company instructions by appointed consultants.

• Escalate consultant performance issues together with recommended corrective actions.

• Maintain effective communication between the Company, consultants, contractors and key stakeholders.

3. Design Oversight

• Ensure design development is effectively managed by the appointed project delivery consultants and that design outcomes satisfy the Company’s commercial, operational and project objectives.

• Monitor progress of design development against the approved programme.

• Review major design deliverables and consultant recommendations.

• Verify that the approved Project Brief and operational requirements are incorporated into the design.

• Monitor implementation of approved design decisions.

• Review significant design changes and assess potential impacts on programme, budget and operations.

• Monitor design coordination between all disciplines.

• Ensure value engineering initiatives are appropriately evaluated and documented.

• Escalate significant design issues together with recommendations for resolution.

4. Cost & Contract Coordination

• Work closely with Commercial Director to ensure appropriate cost planning, commercial management and cost control processes are effectively implemented throughout the Project.

• Work closely with Commercial Director to ensure procurement and contract administration activities are effectively managed in accordance with the Company’s approved procurement strategy and governance requirements.

5. Construction Oversight

• Ensure construction activities are effectively managed by the appointed Project/Construction Manager and that project delivery remains aligned with the Company’s approved objectives for programme, quality, cost and operational readiness.

• Monitor construction progress against the approved Project Programme and key project milestones.

• Review construction progress reports, recovery programmes and consultant recommendations.

• Conduct regular site inspections to independently verify construction progress, quality and overall site performance.

• Monitor implementation of approved design changes during construction.

• Review significant construction issues and assess their potential impact on programme, budget and operational requirements.

• Monitor testing, commissioning, defects management and project close-out activities.

• Verify that project handover activities are progressing in accordance with the approved handover strategy.

• Escalate significant construction issues together with recommendations for management consideration.

6. Operational Coordination

• Ensure the Company’s operational requirements are appropriately incorporated into the Project throughout the planning, design, construction and handover phases.

• Coordinate communication and meetings between the Project Team and the Company’s Operations Team.

• Ensure operational requirements are communicated to the appointed consultants.

• Monitor implementation of operational comments throughout design development and construction.

• Coordinate operational workshops and design review sessions.

• Monitor resolution of operational issues raised by the Operations Team.

• Coordinate operational readiness activities leading up to project opening.

• Facilitate the transition of the completed development from Project Delivery to Operations.

7. Authorities & Statutory Approvals

• Ensure statutory approvals and regulatory requirements are effectively managed by the appointed consultants to support timely project delivery.

• Monitor the overall statutory approvals programme.

• Review progress of authority submissions and statutory approvals.

• Verify that consultants are actively managing statutory approvals and regulatory requirements.

• Identify approval risks that may impact the Project Programme.

• Coordinate meetings with Government Authorities where required.

• Monitor implementation of authority comments and approval conditions.

• Escalate critical statutory approval issues requiring management attention.

8. Executive Reporting

• Provide accurate, timely and concise project reporting to support decision-making by Company Management and Shareholders.

• Ensure all periodic reports, presentations, meeting minutes and other project admin tasks are properly done.

• Monitor completion of agreed action items and regularly report outstanding matters.

• Prepare independent project assessments and recommendations where appropriate.

• Ensure the Project Development Director is promptly informed of significant issues requiring management attention or decisions.

• Ensure complete, accurate and up-to-date Project Information is maintained on behalf of the Company throughout the Project lifecycle.

9. Other Duties

• Perform other duties and responsibilities reasonably assigned by the Project Development Director that are consistent with the purpose and level of this position.

• Support continuous improvement of the Company’s project management systems, procedures and reporting practices.

• Maintain professional standards of integrity, confidentiality and accountability in all project-related activities.

Job Requirement

Educational Qualifications

• Relevant university degree in Engineering, Construction or Project Management.

Professional Qualifications

• Relevant Industry Professional Membership and Certifications.

• Possess the required certifications for sign offs and acceptance of the work in accordance with Government regulations.

Working Experience

• Broad practical experience with a proven track record to strategically lead diverse team and deliver complex projects through to completion.

• Over 15 years of professional experience with evaluation of processes within the project and/or construction management industry.

• Ability to communicate and work with varied stakeholders.
