Job Description

The Quantity Surveyor is directly responsible for Commercial Management comprises of:

  1. Strategically advise the Senior Leadership team on the overall approach to compliance, operational and project procedures.
  2. Carry out regular briefing sessions with the Senior Leadership team regarding compliance and regulatory issues.
  3. Review company resources and work with Senior Leadership team to ensure 100% cost recovery.
  4. Working with the Senior Leadership team, prepare and manage costing and resource plans for new projects, driving cohesive pricing strategies, leading customer and subcontractor negotiations as appropriate.
  5. Management of the insurance brokers to ensure insurances are current and relevant to the business operations.
  6. Prepare and manage the service agreements between the Company and its Clients, service providers by as required by all business divisions.
  7. On-going monitoring of service agreements for fee recovery; and prepare additional service agreement for additional and/or extended services.
  8. Liaise and update Head Office support group on all commercial matters.
  9. Management of the commercial team appointed to deliver the commercial requirements at the corporate and project offices.
  10. Ownership and monitoring of the Company’s Commercial Policies, Procedures and Forms and their implementation.
  11. Training of project staffs on Company’s Commercial Policies and Procedures.
  12. Establish and maintain the Company’s database of Consultants, Contractors and Clients.
  13. Enforcing existing Clients’ relationships and supporting the Company marketing activities for new business opportunities.
  14. Review and preparation of all business division proposals for compliance, and risk analysis and Client Due Diligence.
  15. Prepare contract costing for construction projects; including cost planning, value management, feasibility studies, cost benefit analysis, lifecycle costing, tendering, valuation, change control, dispute resolution and cost estimation.
  16. Forecasting of costs and values of the project, cash flow forecasts and the collation of the operation and maintenance manuals of the project.
  17. Prepare tender documents, drawings & specifications and liaise with all parties including consultants, contractors, project / marketing team for tender calling.
  18. Review and prepare contracts / sub-contract service agreements.
  19. Execute the contract process after confirmation of award including preparing letter of award, binding of contract document, obtaining relevant insurance, performance bond and other documents as required contractually in order to allow commencement of physical works as laid out in administration of the contract.
  20. Assist the project team in providing feedback on contractual matters in order that the works are carried out in accordance to specifications of the contract.
  21. Analyze any variation orders, quantities, rates and quotations arising from these variation orders to ensure competitive quotes.
  22. Analyze and execute final account by comparing the contract drawings against construction drawings and to liaise with Consultant / Project Team for confirmation of variation works in orders to complete the final account process.
  23. Control construction costs by accurate measurement of the work required in terms of prices of work, labor, materials and plant required. 

Job Requirement

  • Degree in Engineering or other relevant education
  • RICS qualifications or equivalent preferred.
  • knowledge of qualitative measures (i.e., Bills of Quantities).
  • Understand costs estimates, change order claims and preparation of interim monthly claims / or progress billing.
  • Previous working experience in construction cost consultancy firms preferred
  • Familiar with building materials / products in Vietnam
  • Excellent writing and oral communication skills (both English and Vietnamese language); able to interface effectively at all levels of the organization.
